All hands evolutiions, like General Quarters, are based on every crew member having a duty station. So they go to their duty station. Torpedomen are basically in the torpedo rooms, and so on.

A sonarman who was also a surface watchstander (most often a lower ranking striker) does have two jobs, one when the boat was submerged, one when the boat was on the surface. The sonar is not generally in use on the surface, due to engine noise and wave action. But most often the men on the dive planes became the lookouts.

The typical watch routine was as you described it, four on and eight off, twice a day (three qualified watchstanders). But twelve and twelve was not unheard of (two qualifed watchstanders), I knew it well.

The AA and Deck Gun personnel were generally folks like the mess (galley) crew, who were ammo handlers and gun pointers and trainers.

In short everyone had a rating (job), rank, duty station - steaming on the surface, steaming submerged, battle stations/general quarters surface/ submerged, and so on.
