Beg to differ, but as an example the USS Pampanito (SS-383) has a twin 20mm a/a mount ahead of the bridge, and a single 40mm aa/a mount on the cigarette deck aft of the bridge. These in addition to the 5inch 25cal (originally a 4inch 50cal) on the deck ahead of the conning tower.

Now I will happily agree that the twin 20 and the 40 were used against small craft, and to rake surface targets, but they were designed, built and installed as anti-aircraft guns.

I will also agree that the submarines best defense from aircraft was an alert lookout (eyeball/binoculars and radar) and a rapid dive evolution.
