I don't understand if, according to this website, the USS Perch was commissioned in 1944, how I have correspondence postmarked 7/3/1941 indicating from the Navy Dept. USS Perch (SS176), Flagship, with cancellation on the envelope of USS Canopus. Is the commission date wrong?

Wrong Perch. U.S.S. Perch (SS-176) was launched 5/9/36, sponsored by Mrs. Thomas Withers, and commissioned on 11/19/36. She was lost in 1942. The second Perch (SS-313) was the one commissioned in 1944. It was common practice for the Navy to name new submarines after boats lost in combat.
