The J-38 was a training device. I believe the contract was administered by the Army Signal Corps. Telegraph keys in fleet use were sturdier and made of more expensive materials. Designations of Navy keys designed by contractors start with the letter "C"; those by the Navy with the letters "SE." What you call a "sideswiper" is more commonly called a "Bug" or more correctly a "High Speed Telegraph Key" or "Speed Key." Speed Keys were permitted in the Navy both ashore and afloat; however, the keys were the personal property of the individual operators. Their use required passing a test and receiving a letter of authorization from a Naval Communications Station.

The requirement for at least some submarine Radiomen to be proficient in receiving (but not sending) CW was eliminated circa 1989.
