The hull of a submarine is not generally pressurized to help with strength. The most obvious reason is that exposure to hyperbaric conditions (depending on pressure and exposure duration), can lead to a need to decompress the crew.

Pressurized air can be used to help reduce flooding in a compartment, but the crew need to be considered, and the location of the hull breach needs to be low, preferably near the bottom, else the air will leak out.

Pressurized air is also used to establish watertight integrity prior to full submergence. "Pressure in the boat" is the last check that the boat is ready to submerge. Only a very slight pressure is used for this check.
