 321 boats or more...

Hello,
I'd like to understand some things concerning this excellent website and the submarine history.
During the war some old boats were used as training boats and the never did a war patrol.
In several books, I 've read there were about 321 boats used during the war.
321 boats conducting war patrols or 321 boats included these old boats with no war patrol?
In the fleet list of this website, is there all the boats present during the war or only the boats with pacific war patrols?
Cause at the beginning of the war, there were old boats who were decomissioned just after the beginning...
I'd like to know how many boats were used during the world war 2 (included all the boats comissionned during the era of the war)

Hello from France.
