 words explanation

Hello
Iwas reading the history of the Wahoo in the DANFS website when I realize my english is not so good as expected so there are some words I don't understand the true sense.

"The first WAHOO (SS-238) was laid down on 28 June 1941..."
What does it mean? The navy yard started to build the wahoo on 28 june 1941. The first day?

"Following fitting out and initial training along the California coast..."
What is the meaning of "fitting" just after commissionning. In my dictionnary it can have two senses...
1- food and water supply
2- adjustement, trial, modifications to complete...

The history of the american subs during the pacific war is very interesting and I'm angry cause my english is so poor...

Hello from France.
