 Russian batteries

Just finished reading "Red Star Rogue"- fascinating story, BTW- but there was one question that popped into my mind. The author states that the Soviet GOLF II class subs were powered by almost 500 batteries- and he states that they were 2-volt cells.
In my experience, all single battery cells are 1.5 volt. Thats why most larger cells- 9V, 12V, 22.5V, etc.- are all multiples of 1.5V. The question is, is this simply a case of a nontechnical person writing about an aera he may not be familiar with, or did the Soviets actually develop a 2-volt cell?
