 deployment of periscope on patrol in WW2

My question relates to whether it was accepted practice in World War 2, in the Pacific, to patrol on the surface with the periscope in 'high position' (so as to maximize one's visual radius to horizon). Can anyone tell me if this was common, or were there proscriptions against doing so, perhaps because of increased danger of detection?
